The City of Pittsburgh wants to increase the number of people living in town. Once a threshold is reached, an unsubsidized market may take over, producing self-sustaining economic growth, the theory goes.
The latest example is a $2.3 million project that employs private and public funds for transforming a building at 905 Liberty Ave. into eight loft apartments and a retail space. They lofts will rent for $1,200 to $1,700 a month.
